Historically, managing coal supply has been straightforward: sign a long-term contract with a single supplier. However, with increasingly stringent emissions regulations and the onset of deregulation, coal supply management has become a much more complex endeavor. Coal prices are becoming more volatile. Consolidation in the coal and transportation sectors has reduced the number of supply options.

Emissions limitations continue to tighten for SO2, NOx, particulate matter, and ozone, while the possibility of additional regulations surrounding mercury and carbon dioxide provide further uncertainty. The cost of installing pollution control equipment must be weighed against the cost of emissions allowances. Today’s supply plan must integrate the coal supply and environmental strategy to produce the lowest cost while also meeting or exceeding environmental standards.
