Greenfield Municipalization
As another interim step to full municipalization, a number of communities have explored “greenfield municipalization.” This alternative involves forming a municipal entity to serve future customers that locate in what are now greenfield locations. This alternative would not involve the purchase of existing utility facilities. Rather, the city would install new facilities and serve new customers as they appear.
