Lillyblad worked as a consultant for Whitfield Russell Associates in
Washington, DC.

Girma Moges

Girma Moges is a Transmission Planning Engineer at Dahlen, Berg with over 20 years of industry and consulting experience. Girma specializes in stability studies. Before joining Dahlen, Berg & Co., Girma was a transmission planning engineer at Georgia Transmission Corporation and a distribution planner at Toronto Hydro (Canada). Most recently, Girma was an in-house consultant to both Xcel Energy in Amarillo Texas (NERC and FERC Annual reliability compliance study) and ISO New England (NERC and FERC compliance pertaining to generation interconnection).

Randall W. (Randy) Porter, is Dahlen, Berg's Senior Project Manager, supervising all projects
in our Power Plant Development and Consulting activities. He is a licensed and registered
professional engineer in the state of Minnesota and has nearly twenty years of power plant and
transmission engineering experience. Before joining the firm in early 2002, Mr. Porter was
previously employed as a Manager with Xcel Energy.

Prior to her time at Burns & McDonnell, Linh worked at IBM Corporation in Rochester, MN as a Manufacturing Engineer.
