Jim Larson is an attorney with over twenty-five years of experience in natural gas, electric, and telephone utility rate regulation and municipal law. Mr. Larson, a specialist in municipal law, has represented Minnesota municipalities and others in rate regulation cases and in a broad spectrum of civil litigation.

Kimberley Lillyblad

Kim Lillyblad has more than fifteen years of energy industry consulting experience, specializing in utility rate design, class cost of service studies, and utility regulation. Prior to joining the firm in 1994, Ms. Lillyblad worked as a consultant for Whitfield Russell Associates in Washington, DC.

Girma Moges

Girma Moges is a Transmission Planning Engineer at Dahlen, Berg with over 20 years of industry and consulting experience. Girma specializes in stability studies. Before joining Dahlen, Berg & Co., Girma was a transmission planning engineer at Georgia Transmission Corporation and a distribution planner at Toronto Hydro (Canada). Most recently, Girma was an in-house consultant to both Xcel Energy in Amarillo Texas (NERC and FERC Annual reliability compliance study) and ISO New England (NERC and FERC compliance pertaining to generation interconnection).

Education: BS in Electrical Engineering from the Technical University of Nova Scotia, and several certificates from institutions throughout Canada and the USA.

Randall Porter, P.E.

Randall W. (Randy) Porter, is Dahlen, Berg's Senior Project Manager, supervising all projects in our Power Plant Development and Consulting activities. He is a licensed and registered professional engineer in the state of Minnesota and has nearly twenty years of power plant and transmission engineering experience. Before joining the firm in early 2002, Mr. Porter was previously employed as a Manager with Xcel Energy.

Education: BS in Electrical and Electronic Engineering from the University of Minnesota

Linh Tu

Linh Tu is a Transmission Planning Engineer at Dahlen, Berg. Linh specializes in generation interconnection studies. Most recently, she worked as a Transmission Planning Engineer at Burns & McDonnell Engineering in Kansas City. Prior to her time at Burns & McDonnell, Linh worked at IBM Corporation in Rochester, MN as a Manufacturing Engineer.
